Anyone know how to use the dynamic promotion rate feature for item listings?

Is there any way to get a report of your purchase history, for example, in CSV format?

I'm trying to cancel an order, but eBay will only let me refund the purchase price (not including shipping and sales taxes. I want to be able to refund everything that the buyer has paid. Any suggestions?
