I noticed on purchases the seller has not shipped out in time the choice
to cancel the order. It sounds like it's offered when sellers don't ship
on time. I assume it also does not give the seller a choice to decline

Mail seems to go wherever there is room for it. What type of shipping
you paid for has little to do with it. Where is fits, it ships. I have
found little difference in shipping times no matter how it's sent.
When buying in a venue like this, sellers don't always know much about
their wares. I don't think they would lie on purpose. You can file an
item not as described case and return it as the seller's expense for a
full refund.
