I wanted to revise a shipping policy to apply rate table for inteational
shipping.After i created the table I apply the policy but form what i
saw the rate table was not apply for all listing . some of them got free
shipping!!!
If I put nothing it is like 0 , it is the same thing , anyway the rate
table should overwrite it , for some of them I do see the rate table
numbers, but for some of them I see free shipping meaning it takes the
rate I entered which is zero and it did...
