ebay blocking me from biding

I have tried entering a bid, a box pops up and says that I cannot as I have either bought or  have bidded in past 10 days.  I have NEVER bought anything on ebay....   why are they stopping me???

Sometimes Sellers Block all buyer with zero history.

If you have NEVER bought on eBay, how do you have 9 feedback as a buyer?
