Can anyone identify this toy?

My sister in law found this toy in her stash and no one here knows what it is.  Does anyone know if it was/is a toy? It makes no noise when pushed.  Thanks. Scouter139

Does it open? Is it plastic or metal? (it looks metal in the pics, but I'm not certain)

I initially thought some sort of incense holder, but the wire handle is throwing me off.
