Help identifying pattern/maker

This spoon/sugar shell is giving me fits over the pattern. There are no marks other than 925 sterling on the back.I had thought it had a shell-like patter, but I think I'm wrong there.Anyone have an idea?Thanks a bunch in advance

I've had no luck so far researching this mark.It appears to be a P and U on either side of a shape reminiscent of the Christofle horse head. This small desk tray belonged to the Executive Assistant to the Editor of Vogue Magazine 1970's-80's.TIA!
