The Buyer’s registered address on eBay is a convenience store - part of a national franchise. However, when I tried to verify the address on the Company website I discovered the franchise had been closed in 2017. There are several other branches listed in the town.
I cannot get through to the store on the only telephone number listed for it. The Buyer is adamant the address is OK.
If I post to this address and the postage is tracked so that I have confirmed delivery am I protected against any refund request for non-delivery?

As long as tracking shows it was delivered to the zip code on the order, you're covered if buyer files an INR.
I never check buyers address, unless Ebay says there's a problem with it, I print the label and ship it.

If you are going through this investigation for a $2,000 item, I understand your hesitation. If this is a $20 item, rethink selling online - you are really cutting down your hourly rate.
