If a seller has already payed for a shipping label for a sold item,
will ebay refund the charge for the label if the seller cancels the order and does not ship the item?

Seller has 5 days (120 hours) to request to void an unused USPS shipping label. (takes 2-3 weeks for refund)
As I understand it, UPS, FedEx labels are not charged until delivered.

Thank you for your reply! If I may ask one more question . . . does ebay still collect it's final value fee from the seller, if the seller cancels the order?

Labels are not charged until they're scanned.

not sure why you are replying to me but USPS eBay labels are charge at the time of purchase, and if unused, are not refunded unless a void is requested within 120 hours of purchase.

I thought that standard envelop labels were not refundable. Or is that only if they have actually been printed?
"Label charges for this program are non-refundable and non-voidable once the label is printed."
