Seller sent wrong item, did not refund my original shipping. case is already closed!

Seller sent me the entirely wrong item (from another sale).  I returned it to her, with ebay's label.  I requested a refund.  She indicated to ebay that the entire amount of 29.98 was refunded, however, the actual amount she refunded was 26!  She never gave back what I paid her in shipping.  Now, the return is closed, and she kept my shipping money.  Ebay doesn't have a drop down for this.... and she should have refunded the entire amount.  It's just unethical.

If you still have the return tracking number @realitycheck-7

1. file a Significantly Not As Described dispute at PayPal,

2. escalate immediately, then to get the remainder of your refund

3. upload that return tracking number when instructed to return the item.
