eBay Promoted listing soft cap on sellers

It appears eBay is limiting or putting a cap on sellers promoted views/impressions. Yesterday I relisted my entire store (950) items. My organic views and impressions were up 300% but my promoted views and impressions were down 40%? That's mathematically impossible. It seems eBay is putting a cap on how much exposure they give you. Is anyone else experiencing this issue?

I experimented today...promoted 2 items...one at 30% and one at 40%...cheapie items and they showed up on least expensive items in my category on first page at the bottom...it was funny because it knocked off the other seller's items and mine got replaced...those sellers sell like 20,000+ items. And then I placed some  .99 cent items and hopefully it's gets placed at the top of the same page. The trick is just to get buyers to see you are out there selling also. I usually only promote around 150 items...not everything.

I did notice I got more on other seller's pages as well.
