A lot has changed in 2 years with selling requirements - did you already set up your banking and funding accounts for Managed Payments?
As for the Chat, type in AGENT at the bottom of the chat box until you see the options for live contact with an Agent to look at your account.
Or - You're in Japan - if your account is registered here on ebay.com and not on eBay Japan, contact the social media team here for help figuring out what is going on with your account. Seems like there's an old issue that wasn't resolved.
Only use the Private DM or PM Messaging - do not post your account info publicly.
Give them your User ID, your real name/address, the email attached to your account, and explain the issue in detail.
They usually respond in a day or two.
