I've had a personal eBay account for years and am able to have 250 listings on it. Now want to open a second account to start a business. I understand I could combine the two accounts. What are the benefits? Will I be able to have more listings in the new store? Does feedback score transfer over, or will they stay separate? Any information on the subject is appreciated.

As far as I know you can't combine 2 accounts.

It is no longer possible to combine two eBay accounts. I don't see why you'd want to open a new account and then immediately combine it with an existing one. Why not just use the existing account?
The number of free listings you get per month is related to the level of Store subscription that you choose. As the attached page shows, the "Starter" store level gets the same 250 free insertions as a non-store, so in order to get more free insertions you'd have to subscribe at the "Basic" level or higher.

Before you go any farther in considering whether to start a Store subscription, you should check your listing limits; you might find that you can't list more than 250 items anyway, and a store subscription wouldn't change the number of insertions you could actually list.

If you mean that you want to link the two accounts, in order to get higher selling limits on the new account, then you should have an option to do that when you request higher selling limits for the new account:

You won't automatically get higher selling limits for the second account. Any account gets 250 free-insertion-fee listings per month (more if you have a store) but you won't be able to list that many unless your selling limits are at least that high. Opening a store does not increase your selling limits, not even a little. So don't bother opening one until you know that your selling limits are high enough to make it cost-effective.
Or you could just start selling more with your current account.

Just open up a second account. You will need a second email address. You can still have the same bank that you use in Managed Payments. I have 3 accounts, 2 for selling and this one.
