I am a USA seller.  If I sell an item to someone who is in a VAT free country, will eBay levy a VAT charge to the buyer?

No, they go by the rules of the destination country. When the buyer pays, there will generally be some kind of PAID indication (and code number) added to the address line to show that the VAT was charged by eBay, if one should apply. You don't need to account for it. (I should add, though, that I'm not sure how eBay International Shipping handles tracking of the VAT payment nowadays, since your address label will be for shipping to their consolidation center only, but in any case you are not expected to track VAT payments yourself.)

The VAT number is usually part of the label, when eIS is not used.

Annoyingly often part of the buyer's address.
