Unable to set up variations in sporting goods category

I am trying to set up a listing with variations i under sporting goods, fishing. I keep getting the message that variations are not available for this category. But when I looked up what categories you can set up listings with variations, sporting goods was on the list. What am I doing wrong?

I am seeing many fishing categories with variations available.  Which category are you trying to use?

could possibly be the 'sub-category'

or you simply are trying to "Sell Similar" to create your listing.

You need to start 'from scratch' to utilize variations.

Sporting goods is on the list and the subcategory fishing is on the list, and it allows me to create variation, what item are you trying to list?

These items, they are similar to some lure called W.K. Arrows but bigger. No stamps on them.
