Something simple like free shipping vs not free shipping?
Something else that is simple, being that I only want to ship to the lower 48. I don't want to lose money and ship this item for "free"
I have scanned for these options 5 times, and I cannot find anything relevant. Who designed it this way in 2024? I sold here regularly in 2003 and it was so much easier.

Agreed that selling here in 2003 was easier for sellers.
Are you trying to list an item and can't figure out how to price that service? Or are you trying to exclude locations that you'll ship to? Or both? A little more info about the issue at hand might help us to help you...

There seems to be no option to even say "free shipping" which is what I want. Then I suppose once I set that option, I would see lower 48 only? Those two things are what I want

Not an answer to your question, but have you signed up for "managed payments".(MP) That is the way we are now paid. To a provided checking account. No longer goes to PayPal like it did back in the day.
If you have not gotten set up with MP you will not get paid when an item sells.

I have my old Chase bank account on there, but I have not sold anything since last year around January 2023. Funny thing is trying to add my new Chase bank account is not possible becuase it's not listed. When I type Chase in the search (banks) Chasewood appears, but Chase as we know it is not listed. I mean, seriously, **bleep**!?

I had to add my account info and then it showed up. Now I just have to wait a day or two for them to deposit a whatever small amounts as their security precaution.
I think this may be what's going on. I'll reply once the new account it set.

Their full official name is not Chase but JPMorgan Chase Bank, N.A. (copied from their website). My selling account Managed Payments is linked to my Chase checking account. No issues so far.

Free shipping has never meant that you actually ship the item for free. That simply isn't possible. All carriers charge fees to anyone that is shipping anything.
When a seller offers free shipping, they take the cost of the shipping into consideration in the costs of the product when they are setting the price of the item they are selling. So you simply roll your shipping costs into the price of the product plus fees and shipping supplies.
When you are a new seller there is much to learn. So don't assume Ebay is doing something wrong because you haven't found the answers you need yet.

I get it. I'm selling a part I bought from the dealer at a loss. I'm paying the shipping (free) and included in the price. When I sold before I remember there was a box to check for free shipping. I just don't see it. I guess that means it's automatially free unless I insert the dimensions and weight? I dunno

It's not automatic and you should always enter the dim's nd weight as well as your primary shipping option. The check box is still there.

It might work if you create a shipping policy. Click on the 3 dots to the right. On the menu select create a shipping policy. A box pops up and to the far right is the option to select free shipping. They'll likely make you name the shipping policy. I can't imagine what MBA thought this up but it has been a huge hinderance for me.

On the listing page you might need to choose a shipping service before you see the free shipping box.
