The value of the items you list in a month can't go over $3,000.00.

Do the opening bid or BIN totals on your listings come close to $3,000.00? If so, that is where the problem is, since selling limits are based both on number of items, and total dollar value.

Here are your options:
List less quantity.
It's better to list many items with smaller quantity. Whenever you sell '1', add '1'.
Next, call eBay and asked to have your limit raised. You can do that once a month.

Listing limits are given for both item and value - and solds count towards it as well.
It resets every month.
If you sold 5 item in August for $300, that'll reduce the amount you can list by that amount.
It's not just the physical listing that counts, it's the quantity as well.
eBay wants to see you perform for a bit before they let you be responsible for more than 3k a month. I think that's fair. If you take the money and try to run, or can't perform that well if your sales go through the roof, the liability is capped.
