Buyer sent back a pair of shoes because she says they did not fit. The issue is that she sent them back on her own and did not go through ebay. What is the best way to refund her for the shoes only and no shipping as to not get any defects or issues on my account

You might be thinking too hard on this.
Looks you have a very honest buyer. They bought but they did not fit. Sounds like they took the risk. Possibly they were a gift for someone or as we all know, not all brands of shoes fit the same.
Simply refund the order. I don't believe you can refund more than the order total.
Be sure to leave them positive feedback.

Go to ORDERS, ALL ORDER (click on item and select SEND REFUND). You do not get a "defect" on your account for refunding customer.
