Have you noticed EBay Can be promoted like Buy Now Listings?

Was this information announced by eBay? I don’t see the option to pay a fee up front to promote auctions.  If anyone read the announcement of this change please post a link.

Promoted Listings Express...which was the tool for auctions...has been scrapped and auction sellers can now use Promoted Listings Standard, if they want to promote their auctions. I don't believe ebay actually put out a formal announcement, but some sellers got emails from ebay about it.
