I recieved a message from eBay saying unlock global sales reach 171 million buyers

are we going to have to pay for global sales now?

email was very vague said we have to veiw webinar ?

I did not recieve mail in email it was in my eBay messages 

Global sales are at an all time low I miss Japan and Australia terribly

I see nothing in your message or in the fall seller update that even suggests we are going to have to "pay for global sales now".

What is it about that message that makes you think this might be the case?

You might want to go to one of your listings and click revise. I exclude no locations when a item gets listed and without fail a few hours after being listed I go in and hit revise and and ebay has put in a excluded list that excludes most international destinations. Its been going on now for about 6 weeks....
