After 25 years on eBay, I am getting my first Return. I have until January 22 to issue a Refund.
I wish to file an Appeal. What was returned to me was not the item that was sold by me.
Could someone please give me the specific steps I need to follow to file an Appeal?
Do I have to issue the Refund before I can file a Return?

I will let others take you thru the appeal process. Nothing is guaranteed. Just don't allow eBay to do the refund for you.
Another route, since you are TRS and accept returns is to just do the 50% deduction on the return. The buyer has to beg eBay for the other 50% that comes out of eBay's pocket.
The seller does not get Final Value Fees refunded in this scenario.
Make sure to report the buyer 1st thru the return process before issuing the refund. And add a photo.

I have never had to file an appeal but I found this in Help & Contact page Appeal the outcome of a case as a seller

It doesn't give me the opportunity to add photos.

The only 50% refund I ever did allowed me to upload a photo. That was about a year ago. Can't remember if it was a requirement to prorate the refund.

I didn't notice TRS on his items for sale. Am I not looking at the right place?

The OP is TRS.
The OP accepts returns but buyer pays return shipping so he is not TRS+.
When you see it on a listing the TRS has Free Returns thus = TRS+
