Buyer opened up a SNAD claim for a damaged item, wanted partial payout

My buyer bought a used XBOX from me. He claimed that the Kinect I sold him didn’t work. He offered to return the item to me and I pay shipping or I offer him $30 off. I offered him $30 off, he didn’t accept the offer though. I had eBay force close the offer. I then filed a damage claim with USPS. USPS wants to see the XBOX in order to process the claim within 20 days or they will deny my claim. I have contacted my buyer and he hasn’t responded. I’m out $30 because of this, do I have any recourse with USPS or in general. Do I need to eat this cost?

Nobody can make the buyer participate in a claim, if they were already given the $30 that's the end of it. I never heard of force closing an offer, does that mean eBay gave the buyer $30 even though they never accepted your offer? Why would eBay do that?

I'm confused !!!!  How did "didn't work" turn into a "damage claim" with USPS ?
