Maybe try searching on these forums for "VPN" because I read another post where the OP eventually said that they used a VPN in Las Vegas, and their account was suspended. I do not know if their issue was ever resolved.
Also, you can try to contact eBay on Facebook (maybe Twitter too) since that's how you reach an actual employee of eBay instead of 3rd party out of country answering service that doesn't know anything about eBay.
