covered sugar? owl in bonnet - can anyone help ID?

She is approx. 5" tall - top of bonnet removes - reminds me of Fitz & Floyd, but clearly marked with JS in a shield, and dated 1982 - thanks for any help

It may be a tobacco jar, because they have a place in the lid for a sponge.
