Unusual Cranberry Glass Pitcher Opinions Needed

Hello, and again thank you for all the great help you give me selfishly. 

This pitcher seems crudely hand painted, but vividly , like Mosser

It has an unusual base that almost seems frosted, or smoked.

Measures 12.25" tall. Thoughts on maker?

I think you me4an Moser one s (two S's is a glass co currently operating in Cambridge, OH). I did not spot that shape pitcher or decoration in Baldwin's book on Moser.
