It appears to be the work of sculptor Attila Tivadar. I believe his works are cast stone. He reportedly resides in San Francisco. If you Google his name, you will find a lot of his work online.

Apparently, Tividar died in 1996. He had a store named "Attila’s Bay Shore Art Studio" in San Francisco.
