Why does eBay allow me to choose flat rate shipping only?

Hey guys, newbie here.

 

When listing my item, eBay only allows me to use flat rate shipping only instead of the buyer pay depends on their location. How should I know how much to charge the buyer as the shipping fee varies from places.

 

Also how does certain seller have the Free Shipping enabled? Is it through the Universal Postal Union (UPU)? How do I apply it as well?

It may have something to do with your ID being registered in Malaysia.  Which eBay site are you attempting to post the listing to?  eBay.com is US, eBay.CA is Canada, etc.  Each of the sites will have slight variations is what is and what is not allowed, and/or restrictions placed on new sellers.

 

You may need to chat with eBay to find out.
