Am totally stumped! 

At first it looked like something a guy would have, 

but it looks like it`s definitely part of something else.

The outside dia. of the ring is 1 5/8",  the rod is 2.25" long. It reminds me of a type of toggle.

A wild guess, but could it be some type of scarf toggle / ring? If you look for Chanel Toggle, it does seems to be a popular style for the brand.
