Wow, that is quite the statement piece! Have you tested it for Bakelite? If you search on eBay for "Bakelite bib necklace" or "Modernist bib necklace" there are a few slightly similar pieces that may point you in the right direction.

Other keywords you can try are: Egyptian revival and fringe necklace. In addition to eBay, search on DuckDuckGo and Google as well.

Yep, the color variation and finish suggest horn to me too.  Are the little beads tiger's eye?  It is quite a statement.
