I found a whatsit and need some help please!

My first thought was an eyeglass holder but I can't figure out what the chain would hook to?

rainbowtree has it - it's a glove clutch for dining out. the chain attaches to purse handle. a fashionable lady of the 50s-60s would remove her gloves upon seating and clip them to the clutch so as not to forget them on the table after a martini (or three).

Bottom pin reminds me more of a bug than a WWII victory pin. Ca. 50-60s imho
