rainbowtree has it - it's a glove clutch for dining out. the chain attaches to purse handle. a fashionable lady of the 50s-60s would remove her gloves upon seating and clip them to the clutch so as not to forget them on the table after a martini (or three).

I would use them as a grabber fork to steal food from other people's plate if they were mine, JMHO!  ELF

Bottom pin reminds me more of a bug than a WWII victory pin. Ca. 50-60s imho
