Brooch & Earring (?) set

Was taking pictures to list this vintage brooch and earring set but turns out the earrings are not earrings at all. They have clips on them. The only thing I think they could be used for are shoes but I don't thing the prongs wouldn't open wide enough (Last photo)? Any ideas? TIA

I’d say epaulet or shoe clips.
