seller posted the item this morning for $69.95 & when I asked for the lesser amount for make an offer, They responded to me with $10 more than they posted! the counter offer they send me now is &79.95!!!! is that how it works? They raise $10 more for counter offer, or they don't know your rules!

There is nothing that states that offers have to be less...
Auctions with a starting price and Best Offer - Best Offer is more to have the seller consider not waiting for bids.
I am assuming the item you placed a Best Offer on was a BIN and not an Auction.
There is nothing that states a seller cannot send a Best Offer for more.
Or even to reject your offer and revise the listing to be more.
