20" Sitting Victorian Dressed Doll ID Please

Hello I have a total length 20" Styrofoam Head sitting doll holding a lace fan. Her dress style I think is victorian Green and Black Velvet with a brooch. Her hat is elaborate with cord black and blue feathers and blue flowers with rhinestones.  She has no legs just a lot of green and black velvet material with a beaded bow on the back of her dress. No nose or mouth just really pretty well done eyes. Her hair looks real. Try to ID a maker.  Thankyou for any information.

I'm thinking She's a handmade doll from a home hobbyist, possibly from a kit or from a pattern book.

this is an artist specialty doll, there should be a name or tag somewhere i would think

true that would fit or crafter for shows, used to see dolls like that that women would take to shows & some similar on platforms like etsy
