Unusual Bisque Doll ID

Hi!  I recently acquired this doll at an estate sale.  He is made of bisque and is strung at the neck, arms and legs.   Synthetic wig.  The spot on his lips is where a cigar used to be - according to the previous owner.  9" tall.  Hand signed on buttock, looks like "E. Couch 1978".  I can't find anything about him or artist.  Does anyone have an inkling?

I wonder if the doll is supposed to represent Groucho Marx? With the way the doll is signed and dated, it looks to be one that was made from someone else's mold. It is, indeed, unusual.
