please help with alligator inkwell identification

This gator is about 18" long and I was told it was probably made of antler or horn.  Does anyone know where it was made, value, rarity or anything else?

Not much to add except that it looks to be water buffalo horn. I have a bird carved from horn, I've seen many birds but not an alligator, nice piece.
