lace dresser runner hand made?

Yes, machine made. As is, the piece still has value to a "shabby chic" collector or to someone who gathers such items to be used as a "cutter" - a damaged piece whose undamaged sections can still be cut out for other projects. Good luck!

This is machine made filet lace with an oval lattice and flower insert. You can see the machine zig-zag stitching very clearly around the appliquéd oval.  So, It may have been somewhat assembled by hand/machine, but the laces are machine made.   Good that you show the back side of the piece---you can see the bobbin threads on the machine embroidery of the flower.  Looks like 1920's-1930's to my eye.
