I see a lot of sellers who are able to list their cards for less than $0.99. I've been trying for months to list a card under $0.99, but eBay won't allow me to do it. Does anyone know how to list a card for less than $0.99?

99 cents is the minimum for a fixed price listing.

1 cent is the minimum for an auction format listing.

Store subscribers can access promotions which includes putting items on sale.

Hard to say what's happening without item numbers of the listings you saw below 99 cents.
