Help please to ID maker of Vtg Silverplate Stylized Heart-Shaped Dish - Also what is design called?

Hi, Trying to ascertain the maker of this cute very early 90s stylized, silverplated heart candy or change dish/plate. Whatever label was on the back fell off. Also, does anyone know the name of this type of Dali-esque stylization? TIA.
