To me, it looks like a mixing cup for spices, etc of some sort. The carved round bit might be for grating something you would put in the spoon shaped depression, add oil, mix and pour via that skinny trough. Looks Indonesian. Of course it's dinnertime here so my thoughts are food related. Tomorrow afternoon I'll be mixing varnish so might have a different take then.
