What is this? Metal 'Box' with hallmarks.

Hello,

I bought this at a yard sale and have no idea what it is. I was told that it was an old sugar box, but I'm just not sure. Its about 6 inches high x 8 inches wide(guestimate). There is a knob and when you open it, the drawer turns outward. I see some Hallmarks on the bottom - not sure what they are for. Any help would be greatly appreciated.  Thoughts on material?
