What kind of offer? Did you make an offer through a "make offer" link on the listing or did you just message the seller and tell him that you would like to offer a certain amount? Have you heard back from the seller? If you don't hear anything from the seller, you can assume he didn't accept your offer.
For future reference, it would be best if you were to read all the details on a listing before buying or trying to buy. This includes what the item is, the condition, return policy, and anything else that might be relevant.
