Mutlitiple times I have had buyers pay for an item and then ask me to hold it because they either had to go out of town on business or vacation. I lose my top sell status for late shipping. Other times there has been 3-4 days delay due to weather. Why doesn't ebay have a way to address these issues. I cannot afford to wait online for hours to talk to someone in another country who does not understand.

If a Buyer pays and then asks you to hold their purchase past your handling time, I would tell them you are unable to do that without jeopardizing your eBay account. Ask if they want to cancel and repurchase when they return. EBay does not expect you to hold items.
As far as weather delays, whenever weather impacts a large part of the country, eBay posts an announcement that impacted Sellers are protected.
In the meantime, if you have a heads up about possible weather delays, you can put your account on Time Away with an Away message.
