ordered item and it didnt arrive seller offers no refund and ebay is automated crap what do I do?

anyone else found that EBAY is not the reliable site it use to be?  any now feel it is more like the wild wild west times than honest capitalism?

If your purchase did not arrive, you are covered by the money back guarantee.

After the last expected delivery, but no more than 30 days after the last expected delivery date, go to your purchase history - select 'I haven't received it' and follow the prompts.

The seller has 3 business days to provide tracking that shows delivery, or a refund.  If he doesn't, go to your case and click 'ask us to step in'.
