Why are shipping fees being charged on items that cost more to ship then you charged

I charged 19.00 to ship item that cost me 21.50 because seller wanted signature confirmation. Had no problem
paying the extra but on top of that EBay charged me 2.00 more for a shipping fee. Seems EBay wants us to charge $4.00 extra on every sale to cover their cost
