Shipping costs - eBay rate versus PO rate. How do you change to one or the other?

Since I have been using eBays new listing form it seems I am charging the customer eBay shipping rates instead of the Post Office rates.  Where, how do you change this?

In your shipping preferences, edit ‘offer carrier specific discounts’.  https://www.ebay.com/ship/prf

Just to add - if you offer parcel select the price is always the discounted rate since this is an online service.  To charge the equivalent PO rate, you would have to offer retail ground instead of parcel select.  Then you change to pro parcel select when yoo buy your label.
