Seller breached terms.

Seller accepted my offer of free shipping, then breached terms of free shipping I listed when I made the offer. What do I do?

Seller did not "breach terms" because you're not allowed to specify free shipping as a "term."  Best Offer is always for the item price only, and ebay tells you this right on the offer screen.  Shipping is never negotiable.  

 

When seller accepted the offer, the ebay system automatically added the shipping charge from the listing, as it's designed to do.  There would be no possibility of removing the shipping charge.

 

(I have seen some re-designed pages which remove that "terms" option, which they should have done a long time ago.)

 

You'll need to pay your seller.
