Listing Pictures Not Consistantly Showing Up When Reposting

Whats the issue of when relisting a Item that was already posted, then relisting, the pictures do not show up and I have to add the pictures again?  Ebay said its their "Refresh " and it should sho up, but it does not and goes on for days until the end of posting time or I reload pictures.

Alos have to have " Verify " with text code which is a pain in the you know what!
