I need help reading Japanese or Chinese.

I don't know if this is Japanese or Chinese and what it says or represents.  It appears to be a coin embedded in lucite like a paper weight.  Any help will be greatly appreciated.

My 2¢ worth is for Chinese.  They're big on dragons over there, and the face on the dragon on the coin looks sorta like the face on dragons I've seen in some of their parades, kind of a goofy expression.  The problem with that is, the Japanese have dragons in parades too.  I've googled Chinese coins and Japanese coins, also dragons in Chinese parades and dragons in Japanese parades, and can't find an exact match.
