How do we report sellers to ebay for unsolicited spam post-sale?

I bought something from someone on ebay and here about 15 days after the sale suddenly they sent me an email tonight saying "We hope your recent purchase went smoothly. Based on your recent purchase, we have found other items in our ebay store that are similar that you may be interested in." and below that the email shows a picture gallery of their ebay store and items they have for sale. This is unsolicited spam and I'm wanting to report it to ebay. I've spent about an hour clicking through the help system and I keep ending up in a circle-jerk of dead ends that won't give us an obvious way to report a seller for violation of the member-to-member contact policy. Does anyone know how to actually report sellers for this?
