My guess would be a Victorian style Twist Door Bell ... which means you might be missing the mechanism from the door to activate the ding. 

 

Looking at the underside it looks like the spring would return it to its rest position after mechanical activation and one bell ding.

That looks like a door bell my grandmother had on her victorian cottage!  I always loved the sound it made.  You would pull down on the arm and it would make a little ring noise!  I have seen it on other old homes!  It would mount flat on the door frame.

While it could be a door bell, most of those would not have had the thumb lever. They would have been mounted inside and had the turn knob on the outside of the door. Mounting on the outside of the door would not be very loud. 

With that thumb lever, I would have to go with bike bell. Missing the clapper unless it is between the cover and that plate all the parts are mounted on, the bottom housing and mounting.

Yours is incomplete. As you still have zero bids, I suggest ending your listing that says "it's most likely a doorbell" and start fresh. Brightening and color correcting your photos can make a massive difference in drawing views and bidders.
