What is this Brass thing with a old British RD Mark?

The center piece is moveable. The registered design mark dates in to 1886. No makers mark.  Looks like brass and heavy.  I’m assuming that it is supposed to be used to hook onto something like I have in on a drawer, but it’s I’m at a loss.  Thanks for ideas!

  Not sure, but my best guess, due to the Lyre in the center, is a music stand.  Sorry I can't be of more help.
